This rapid expansion, while fostering economic vitality, has placed immense pressure on the city’s transportation infrastructure.
Traffic congestion and parking shortages have become persistent issues, especially in the downtown core, where short-distance car trips dominate. These trips not only clog roadways but also contribute to greenhouse gas emissions, undermining Bellevue’s long-term sustainability goals outlined in its Environmental Stewardship Plan. The city aims to achieve an 80% reduction in greenhouse gas emissions by 2050, but without intervention, these environmental challenges threaten the quality of life for its residents and visitors.
Adding to these issues, traditional transportation options like rideshare services are often expensive and inconsistent, making them an unreliable choice for many. This is particularly problematic for hotel guests, downtown workers, and residents who lack access to a personal vehicle. Limited first-mile and last-mile connectivity further complicates access to key destinations and public transit hubs, leaving gaps in the city’s transportation network.
Visit Bellevue and the City of Bellevue recognized the need for a solution that would address these interconnected challenges while promoting accessibility, sustainability, and economic vitality. They envisioned a microtransit service that could fill transportation gaps, reduce the reliance on personal vehicles, and encourage a more connected, equitable community. BellHop was conceived as the answer—a scalable, eco-friendly, and free mobility option tailored to Bellevue’s unique needs.
The Birth of BellHop
To tackle their growing transportation challenges, Visit Bellevue sought an innovative, eco-friendly solution that prioritized accessibility and sustainability. Visit Bellevue partnered with Circuit, to launch BellHop, a 100% electric, on-demand shuttle designed to address the city’s unique mobility needs and Circuit's first program in the Pacific Northwest.
Circuit’s proven success in implementing similar programs made it the perfect fit for Bellevue. Its electric, low-speed vehicles offered a sustainable alternative for short, in-town trips, seamlessly connecting residents, visitors, and workers to key destinations and transit hubs without the need for extensive infrastructure changes. BellHop’s model also addressed first-and-last mile connectivity, a critical gap in Bellevue’s transportation network.
In 2023, BellHop launched as a six-month pilot program funded by Visit Bellevue. The service quickly demonstrated its value, providing an accessible and flexible transit option for the community through an easy-to-use app, real-time ride tracking, and a team of friendly local W2 Driver Ambassadors. Building on this success, the City of Bellevue and Amazon joined as key partners to expand the program. Amazon, in particular, saw BellHop as an ideal way to support their return to office policy, especially with the opening of the downtown light rail station.
The collaborative effort enabled the BellHop program to grow into a vital part of Bellevue’s transportation ecosystem. By leveraging data from the pilot, Circuit and the program partners refined routes and service hours to align with real-time demand, ensuring the service met the needs of the community while reducing reliance on single-occupancy vehicles. BellHop’s rapid adoption underscored the power of partnerships in creating a sustainable and connected urban mobility solution.
