Challenge: Fixed-Route Transit Was Costly and Under-Used
Hollywood Beach government officials noticed that their transit was inefficient and costly. Buses often ran nearly empty, with limited stops and long wait times that didn’t meet the needs of residents or tourists. The fixed-route model lacked the flexibility to serve the city’s dynamic transportation patterns, resulting in high operating costs and low ridership.
Solution: Switching to Flexible, On-Demand Transit

To address the inefficiencies of fixed-route transit, the City of Hollywood partnered with Circuit in 2019 to launch an on-demand microtransit service. The City replaced 3 underused diesel trolleys with 10 electric Circuit vehicles, offering a more flexible, app-based ride experience tailored to real-time rider needs.
The service was designed for short trips across Hollywood Beach, allowing residents and tourists to request rides when and where they needed them—no fixed stops or schedules required. In 2023, the City expanded the program into West Hollywood and added 3 more vehicles to meet growing demand.
In 2022, the City introduced a $2 fare to support long-term sustainability while keeping rides affordable.
Results: A Smarter, More Efficient Way to Move
By switching from a traditional fixed-route model to Circuit’s flexible, electric service, Hollywood Beach reduced transit costs by 42%. High demand and efficient ride-pooling brought the Cost Per Rider below $5, outperforming industry averages. The $2 fare introduction led to a 25% decrease in wait times, 15% additional cost savings, and consistently high ridership from both locals and visitors.
