
Overview
CARB's Planning and Capacity Building Grants empower under-resourced communities, tribal governments, and local organizations to take the first step toward cleaner, more connected transportation. Instead of requiring a project-ready application, this program invests directly in the ability to plan, hire staff, and build partnerships that lead to lasting mobility solutions.
With support from this grant, communities can strengthen planning and analysis for future mobility programs and prepare for clean transportation solutions like turnkey microtransit services that expand access and reduce emissions. This opportunity ensures that places without the resources to design or manage projects on their own can still advance equity-focused and sustainable transportation iniatives.

Eligibility & Partnerships

Who Can Apply: Local governments, tribal governments, community-based organizations (CBOs), and public schools.

Partnership Requirements:

Local governments must partner with at least one CBO.

CBOs must partner with at least one local or tribal government.

Public schools must partner with at least one CBO.

Tribal governments are not required to have sub-applicants.

All applicants must include at least one community partner (e.g., residents, small business owners, students, faith leaders) to ensure projects reflect local needs.

More than 50% of the project area must be located in a disadvantaged or low-income community, as defined by CARB’s Priority Populations Mapping Tool. (see interactive map below)
Eligible Projects
Projects should:

Address transportation equity in priority communities.

Build readiness for future clean mobility implementation funding.

Reflect goals identified by community members.
Examples: transportation needs assessments, community outreach and education, school-based clean mobility planning (e.g., electric buses, safe routes), workforce training for clean transportation, or early-stage partnership building.
Eligible Costs
Funding may cover staffing, outreach, technology/tools, in-state travel, and project-specific expenses (e.g., consulting, subcontracting, data collection)
Timeline
August 2025: Draft & Comment Period
CARB released draft requirements for public and Tribal comment. This period has now closed.
September – November 2025: Application Window
The RFA is released and the 8-week application window is open. Technical assistance is available.
December 2025: Grantees Selected
CARB reviews applications and announces the awardees.
January 2026 – December 2027: Project Period
Awardees work on and complete their planning and capacity-building projects.
