Other providers offer broader operational support, but the services included can vary by contract. Cities should confirm who is responsible for the vehicles, drivers, maintenance, customer service, accessibility, marketing and performance reporting before comparing costs.
Before choosing a provider, city leaders should understand exactly what is included in the proposed service and which responsibilities will remain with the municipality.

💡 Is the platform software-only or fully managed?
Determine whether the provider is offering technology, operations or both. A lower software price does not represent the total program cost if the city must separately procure vehicles, hire drivers, manage maintenance and staff dispatch.
💡 Who employs and manages the drivers?
Ask whether drivers are city employees, employees of the microtransit provider, employees of a subcontractor or independent drivers using a transportation network. The answer can affect training, accountability, service consistency and the rider experience.
💡 Who provides the vehicles?
Cities should understand who purchases or leases the fleet, who handles insurance and maintenance, how replacement vehicles are provided and whether accessible vehicles are included.
💡Does the service complement existing public transportation?
Microtransit should be designed around a defined community need. That may mean connecting riders to a train station, extending coverage beyond a bus route, improving access during off-peak hours or serving short local trips that contribute to parking and congestion.
💡What data will the city receive?
At a minimum, cities should be able to evaluate ridership, passenger trips, wait times, on-time performance, shared rides, trip origins and destinations, vehicle utilization, cancellations and cost per ride. Useful reporting allows the city to adjust the service and demonstrate results to elected officials, residents and funding partners.
💡 Can the program change as demand changes?
The city should be able to use actual trip data to evaluate operating hours, service boundaries, fleet size and connections to key destinations. A strong microtransit partner should help the program respond to demand rather than locking the community into assumptions made before launch.
There is no single platform that is right for every city. The best option depends on the transportation problem, available staff, existing fleet, desired level of control, accessibility requirements, sustainability goals and budget.
A transit agency with its own vehicles and experienced operations team may prefer a software platform. A city without a transportation department may benefit from a turnkey partner that can launch and manage the entire service. Another community may use a transportation network to supplement an existing program during specific hours.
The most important step is to compare complete service models, not simply app features or software fees.
